When looking at the description of a an app / module, sometimes there's an uninstall button, sometimes not. Sometimes there's an upgrade button, sometimes there's not. I've come across the upgrade button even when the page Settings/Updates says "Nice, no updates".

Maybe it's due to whether or not any new data has been created specific to the app. But, this does not explain the presence of the update button when no updates are reported.
The update button reloads the module. This is useful if you are downloading updates from launch pad that are not considered a new "version" of the module, but still make changes to the module.
Bottom line is v7 is still in development so not everything works consistently.
