I specifically want to modify some functionality of the export window found in the more-menu of list views. (In the webmodule base.xml at line 1683) By that I try to add a button in base.xml and would like to add a function to it, how do you do that?

If you want add in export window from data_export.js. which in web/src/js/data_export.js line no 10-15 check.
