Webside: how to place a arrow on the bottom of page to jump up to Top of Page?

You do not need customisation to add such a button.
On any page of your website, select the footer block and tick the button 'Scroll Top Button':

Yes it possible to add button on web page to scroll at the top of the button but for that we have to done customisation.
