Since SCORM is more a set of rules to follow to achieve standarization than a file type, Odoo don't allow to upload your full schema. So you'll need to create the sections manually on the "Create Content" form inside the eLearning app; and then create each one of our topics, there you can upload your documents, videos, images, etc.
