I am a new Odoo partner and love the simplicity of managing Odoo.sh as far as backups, tests, and replication databases are concerned. However, I keep hearing that Odoo.sh is less performant and much more costly than hosting with a third party such as Digital Ocean or AWS. Is it possible to run Odoo.sh on premise/with a third party hosting provider? If not, what company size is recommended to use Odoo.sh?

No, you cannot use the Odoo.sh tools or anything related to it on AWS. Odoo.sh is a SaaS on itself.
If you want to have full control and flexibility you're better off hosting it yourself. If you don't have a lot of knowledge and don't want to bother with infrastructure/backups you should go with Odoo.sh. The company size doesn't matter a lot but I can tell you that performance is way lower on SH than other hosting providers. ;)
