Telegram has a lot of documentation and information about how to do this.
Have a look at https://core.telegram.org/
It explains you how to create your own telegram version, how to call API's to send messages, images, push notifications etc.

Do you have any steps to integrate Telegram with Odoo ?? Because i am system Admin not developer. SO i would request please help me out .
