In Odoo 11 CE it is possbile to create a new Quote from a new CRM lead. It is NOT possible to add and existing quote to a new lead.
How can I add an existing quote to a new lead in Odoo 11 CE?

Great question, one that is commonly asked too.
I am not certain about Odoo 11 - but in Odoo 14 you can open the Quotation in developer mode and then in the Other Information tab you'll see a drop-down to fill in which Opportunity this is related to.
