I have set the dependency between operations in the manufacturing process through the Blocked by field of each operation as shown in the figure.

When I run the manufacturing process, the operations show the proper state, according to what is configured as shown in the figure.

However, I can execute all the operations in any order and even in parallel without respecting what I set above related to the dependency between operations. See the figure.
