How do I access it? It doesn’t seem to be in the App Store or on the website (except for the description).

This is part of the next release of Odoo - version 10 - which isn't released yet. I have not see this show up in the daily builds either.
UPDATE: It is showing up now in the version 10 builds on runbot.
Look for the 
icon. Enterprise Edition only.
Does anybody know if this will be a community feature or enterprise only?

If I use odoo Sas, is it possible to download source of my module, created by Studio?

It can't be downloaded unless you purchase and download the Enterprise Edition.
