Actually, we only have website.brand_promotion (no website_sale.brand_promotion in this database) and disabling it does not remove the Powered by Odoo footer.

Hi Kevin: My previous response was for the "Create a free website..." message only. The "Powered by Odoo" message appears in multiple views. If you are familiar with view customization using view inheritance, you can customize each of those views to hide the message. The custom modules essentially do the same thing.
