Hi,

can someone explain to me how the live chats are assigned between operators?

is there a way to give one operator priority over another?

Conversations are dispatched based on the current workload of the online operators.

There isn't a way to prioritize one operator over another, but you can invite another operator to take over a chat request, see https://www.odoo.com/forum/help-1/change-operator-in-livechat-182235
