MO "To Consume" not updating Pick Component transfer for MO

Question

Using Flexible Consumption on BOMs and setting most of the BOM required quantities to 0 (zero). This is to allow production to identify what components are necessary during production based on a BOM template. In addition, we are using 2 step picking to manufacturing. When the MO is created the pick components transfer from stock to pre-production is created as expected with the components required. If the MO BOM is edited and any of the 0 quantity components are changed, these are not added to the picker, however if a component is added to the MO BOM, it is added to the picker.

My thought would be that both the changed BOM quantity or the added component should be added to the picker.

Instead of modifying the quantities in the MO/BoM you can add the same product with the desire quantity to the MO/BOM, that will update the picking operation automatically. If you have confirmed the picking operation adding the product in the MO will create a new picking operation automatically.

Problem is still visible on v16, so most probably v15 also.
You can do several changes in MO BOM (as colleague wrote):
1. change in quantity of current items
2. remove of current items
3. add new item to the list
Unfortunatelly Picking list will not react on those above changes. In best case when you cancel PC it will be new created... but not always.
Best quess is that change MO to draft and do the changes would create correct PC, but have not yet found correc
