Where is "update modul list" in odoo9? How can I add a new modul to odoo9?

This is shown when you are in Developer mode.
From any App, open the Help menu (looks like a question mark) and select About Odoo then click Activate Developer Mode.
Actually, it seems that in some V9 codebases there is an issue with this, I had it yesterday too. The ?debug= is not appended in the URL and this is why you don't see the item 'Update module list'. If this is the case just add ?debug= to the URL!
