I want to have two language but set default language to my preferred language not user browser language.

path followed by your domain can chnage language of your odoo website, eg localhost:8069/en_US or use your lang code here by replacing en_US

If you want to force the user language - which is not really nice :-) - you would have to customize the controllers.
