When you buy a subscription in combination with Odoo.sh you don't get access to the enterprise code itself. Odoo provides you with an SH environment which contains all the enterprise code and your license pays for the monthly subscription. It doesn't give you actual access to the enterprise code - and technically you don't need it as you're on the SH environment anyways.

If you buy a yearly subscription for an on-premise installation you can access the packaged versions of the enterprise version but you still can't access the Github source code itself. The Github source code is only available for official Odoo partners.
