Is it possible to install any and all apps while using the free 2 user account? I'm specifically looking to install the OpenEduCat module, but can not find it. Is the free hosted odoo account limited to the offical odoo apps?

Yes, the free hosted odoo account is limited to the official odoo apps. if you decide to host odoo yourself it's possible to use the un-official apps. but you will loose the benefits from the online hosting.
