I want to add a field on product that customer can customize text on it for example I sell balloon I want customer to be able to personalize message how can I create a field for them to personalize on each product page.

You can find the version from V15 to V17.
In Odoo 18, there is a default feature for customer text.
1. Website- > Configuration->Settings-> Shop - Checkout Process-> Extra Step During Checkout
When you enable the Extra Step During Checkout option in the Website settings, a customizable form is displayed during checkout, which can be used to collect customer text or additional information.
Hope it helps.
One way could be to enable extra step at checkout, fields on this form can be modified so customers could provide text or even attach files
Enable from setting > Website > Shop - Checkout process section
