We use two step delivery (pick + ship) and we noticed that on last 10 days part of the sales order doesn't have pick (about 1/5th of orders)? When it it missing it behaves like one step delivery. We use Odoo 14 Enterprise.

Any ideas what could cause it?

You may want to check if the 2 step route has been applied to product, product categories and / or sales order lines (inventory>configuration >warehouse >routes) and all the applicable products and categories have been included, if applied on sales order lines validate if the route is being selected prior to confirming the SO
