As far as I know, this is not included in standard Odoo EE. But an alternativ with a little development as an Idea:

Install the maintenance app. Define the tools as equipment.  With the studio app you can add the equipment as a Many to one field in the operation.  Then also add the field from the opreation  into the work order.  So far all this can be done with teh studio app. But to add this info to the tablet view for the work orders, it can not be done with the studio app. So you need some developments.  But you should then also be able to count the number of orders where the tools have been used.  (Report or develop a new field in the equipment).

But the most easy information is to include the information in the attachment for Work sheet in the operation. This is for production specifications. Can be Excel sheet or PDF file (as far as I remember.)

I would imput them on the bom as consumable products (inventory never taken into account), or you need odoo to calculate when it needs to be replaced by a new tool?
