I have a client who has around 5000 employees and around 200 managerial staff. They want to implement HR and Finace modules where employees will mainly be 

1. applying for leaves

2. Checking Leaves Status and Quota

3. Employment History

4. filing claims for their expenses

5. Filing claims for medical expenses


Do they need to get licenses for all 5000 employees or only the 200 managerial staff ?

Portal users are typically not required to have a license, as they have limited access to the system.

Therefore, your client would only need to purchase licenses for the 200 managerial staff who will have full access to the HR and Finance modules.
