In the odoo purchase enterprise, minimum numbers of users is 5, while my org needs only 1-2 users as we are team of less than 5 people.
how can I purchase enterprise for 2 users ?

it shows 480 usd for 5 users while it should be 8*12 = 48 usd for 1 user.

The simple answer is you can't. The absolutele minimum that Odoo allows you to buy licenses for is 5 users, so even if you have 2 users you will have to buy the enterprise license for 5 users..
