We can define the tree view as follow:

<tree create="false" delete="false" action="action_open_wizard" type="object">

Then create a view and mention the id of thet view in the view_id of ir.actions.act_window

Then we create another record in ir.actions.act_window with id action_open_wizard.

Then define the action_open_wizard like:

<record id="action_open_wizard" model="ir.actions.act_window">

 <field name="name"><Name></field>

<field name="res_model"><model_name></field>

<field name="view_mode"><view_mode(tree, for)></field>

<field name="view_id" ref=<view that need to be opened>/></record>
