To be honest, I do not understand your question and I'm not sure, if anybody else does. You can start Odoo with odoo.py. There is a command line interface, see https://www.odoo.com/documentation/9.0/reference/cmdline.html
There is also a installation documentation, see https://www.odoo.com/documentation/9.0/setup/install.html
Please read the docs and then come up with particular queries, if any.
