I think my question is already described in the title, I only want to generate a result of rendering Qweb template (which will be html content) as PDF, without creating a report and without calling
<t t-call="web.html_container" />
<t t-call="web.internal_layout" /> inside my template.

-We need to add report_action and then after we can able to print that PDF report
-Using Report action, we will able to see that Report in the Print menu of that Object
-So If you don't need that Report in the Print option then add Menu=False in the report action
-Please let me know if any other purpose behind this not adding report_action for that report
