We're looking to connect to a local custom payment system/gateway that has specific requirements and API calls with specific protocols (like XML/SOAP), service binding, Request/Response GUID, sessions, clock synch and other requirements.
Is this doable by default with odoo or do we need to install third party systems/plugins?

Depending on the payment gateway provider, if its not available by default in odoo, you have to get the app for it, either by developing your own or from the apps store.
