Whenever I enter #FFFFFF in the color picker and hit enter it sets the color to black. The closest I can get to white is #C9C9C9 before it becomes black.
Additionally, I'm having an issue where when I select black as the color for my icon it shows as white.
Is Odoo just broken? They said to report bugs in a 'bug tracker' in the module information of the website app however that section is nowhere to be found.

Please try using !important along with your style. By using it provides important to your newly given style
example:color : #FFFFF !important;

Using Odoo online when I customiza the backgroun color of a block by clicking in the colored circle it let me type the hex code to black and white. what versión are you trying on?
