My client wants to create batches of repeating journal entries for things like depreciation and payroll. Can it be done in Odoo 16 or do I need a 3rd party app for it?

For the depreciation calculation, it's a default Odoo feature. You can enter all your Assets and then calculate and post the depreciation entries automatically by doing some configurations. Please check the below link to understand more about this.
