I know there's no official date but I'm starting a business in November and it would be a real pity to start using Odoo 8 when version 9 is probably on the corner. Have there been any rumors about the release date? As far as I understood migration from v8 to v9 will not be an automated task. I'm also tempted to install Odoo Dev instead, is it already based on the v9 codebase?

Don't use the dev version yet, plenty of problems and bugs in there. Odoo V9 will be released in october-november, atleast that is what somebody from sales at Odoo told me. Usually they're always late with the dates that they say so assume december.
