Hi,
You can install the odoo in a cloud server, install the website module, and design the website from the code or using the website builder. Now the public will see the website of they access ip:port_no in browser, once this is done you can set a domain name for your instance using nginx and reverse proxy.
Once this is done people can access and see website by the domain name.
