I would like to delete following accounts:
Stock Delivered but not billed
Stock Received but not billed.
Produces Odoo Server Error
You cannot remove/deactivate an account which is set on a customer or vendor.
The customer and vendor data has not been created yet.
Please advise.
Have you checked whether they are on any products (maybe the error message is not quite correct).
Having said that, these are special accounts in Odoo so I am not surprised that they cannot be deleted. Do you really need to delete them?

EDIT: More information from this answer:
Some accounts are defined as defaults on the Company Properties, so you would need to change the defaults first.

have you checked: catgeory, journals, contacts, posted itemss

This is a new database. There is no transactions. I just wold like to setup a new chart of accounts.
Only the following apps are installed: Inventory Mgmt, Sales Mgmt, Discuss, Invoicing and Purchase Mgmt.
Yes I checked category, journals, contacts.

This is a brand new database loaded with canadian CoA, there is no products or transactions of any kind.
