We've recently begun deploying Odoo on our manufacturing floor.  Due to variation in processes, we will often be short of the production quantity.  We'd prefer that the system ask prior to creating the backorder.

All of our inventory transfer types have backorder set to ask.  This seems to work for the most part except when in tablet view.

Is there anyway to stop tablet view from automatically creating backorders?

if it is not working with tablet view, may be this can be a bug, feel free to report it as a issue via support ticker or in github issue tracker

You are right. I tested varianst of settings in the manufacturing operation, and in the work order tablet view it always create backorder, no matter what setting there is in the operation.
But works when you confirm in Manufacturing order.

I think the functional experts in Odoo forgot this. In businesses with Process Manufacturing it is quite common to have such variations and often agreed with customers that you can under / overdeliver within limits. Odoo was basically configured to support Discrete manufacturing. But there has been some improvement - like accept variance in consumption.

If you report this to Odoo as a an issue, please also keep this task updated. I am interested in the conclusion.

Support has confirmed that this is a current short coming but that it is on their list for future improvements.
