How do I use BCC in emails I send out using Odoo web? I don't see the option anywhere.

Removed answer - the answer was originally formulated with to little XP to comment on the relevant entry and moved after more XP were gained.
Can use the app for Odoo 17?
Not yet. While the the cc_bcc modules are already migrated to the 17.0 branch: https://github.com/OCA/social/tree/17.0 the modules are not functional yet.
Finalizing the PR https://github.com/OCA/social/pull/1450 will be the next step.
