odoo - access to user manager

Question

Hello Odoo community,

I would like to give our HR employee the option of creating user accounts.

I have made two attempts, but am getting nowhere.
1) Read/write permissions given to "Model Access" -> does nothing
2) Permission given to "res.users.simplified.form" -> does nothing

Does anyone have any ideas what else I could test?
The person from the HR department should *not* be given administrator rights.

Simply create a new menu of the "User" and add it in the HR app (anywhere you want).
This way HR person can access the menu and create the user without any extra access.

With Sudhir's hint I created a solution.
create a new Group associate the HR user with the new group give the group the permission to the model "Benutzer" with the rights you want to give the HR users  Due to less karma point I can't upload an image with the settings. :-(
