Hello Simon X Gu,

please check the path that you give in the conf file, and also check in pycharm that you configure the correct odoo with its odoo-bin file. under the edit configuration option at top of the right side.

Have you checked the path of your addons and ensure that the odoo-bin is not inside setup folder.
