Yes.
Visit http://apps.odoo.com to browse the Apps and understand which editions they are available with.
Each will be clearly marked if it supports the Community Edition, or the Enterprise Edition:
Apps that support Odoo Community can be used with Odoo Enterprise, just not the reverse.
Note: All screenshots here are from the Enterprise Edition, but it works the same way for the Community Edition.
To install Apps, you use the Apps Application (menu in Community):
For Payroll, you need to clear the Apps filter, since it is actually a module and not an App. Then enter your search term:

you just download the module (Must confirm the odoo version is match with the module.) and add it in the addons, and
Go to settings--> Update modules List--> then search in the right corner, Payroll.
