I use ubuntu server and I need to reset odoo or uninstall and then install, how can I do that, and How do I deploy it again

It depends n the way you use to install it first time.
Did you install it as Packaged installers, Source Install or Docker?
Unfortunately, I wasn't the one who installed it so I don't have the answer.

You can check the server and see where the Odoo installed. Why you need to Reinstall it if it's already installed.
it seems that it was installed incorrectly, and it causing unresolvable errors(https://www.odoo.com/forum/help-1/valueerror-invalid-field-module-l10n-fr-hr-payroll-on-model-res-config-settings-200818 - this isn't the only field)
The issue not in the Odoo installation but in the Odoo DB, The issue caused by the hr_payroll_community as per your description.
You have to check the server log to get more details about the issue and fix it.
