In Odoo 18 Community Edition, after installing and updating the Hebrew language, the user interface does not switch to a right-to-left (RTL) layout as expected for Hebrew. The text translations are applied correctly, but the overall layout direction, such as menus, form views, and navigation, stays left-to-right (LTR). 

In contrast, when performing the same steps in Odoo 18 Enterprise Edition, the RTL layout works properly, and the interface displays correctly for Hebrew. 

Steps to Reproduce: 

1. Install Odoo 18 Community Edition. 

2. Navigate to Settings → Translations → Languages. 

3. Activate and update the Hebrew (he_IL) language. 

4. Set the user’s interface language to Hebrew. 

5. Refresh or log in again to view the interface.  

Observed Behavior: The system interface remains left-to-right, even though the Hebrew translations load correctly.

Expected Behavior: The interface should switch automatically to a right-to-left (RTL) layout to match the Hebrew language direction.

Question: Is RTL support (right-to-left layout) turned off, incomplete, or limited in the Community Edition of Odoo 18? If so, what steps, configurations, or additional modules are needed to enable full RTL functionality for Hebrew in the Community version?
