Please check the version of pyopenssl library and Updated pyopenssl to Version 22.0.0 if not to fix this issue.

ImportError: cannot import name 'utils' from 'PyPDF2'
any idea ?
Try with below command:
sudo apt-get install python3-pypdf2
you can run requirement.txt file from odoo
sudo python3.8 -m pip install -r odoo/requirements.txt
