each user can see only his own quotations, any ideas of what is wrong ?

I've set "See all Leads" on user acces right,
and everybody are in the same sales team.
any ideas ?

if you have a look at the security group 'see all leads' on the rules tab you will see that it has a rules which limit them to their own transactions. Delete those rules and they should be able to see all.
