Trying to set up promotion codes / discounts for a group of people. The Customer field is set to All, but when a public user / not logged in enters the promotion code they get an error. I can not limit my promotion to registered customers, this is for getting new customers that might register After purchase but not before. Any ideas?

Looking for a solution to make a promotion available to everyone (including Public user) I found your question!
