is there a way to create a private security group, in which the user has access rights to install and update applications only .
means that only an 'apps' module will appear for this group ,user can only download or update apps, without having any authority over the settings for users or Odoo settings.

Yes, its possible. We can do this by frontend and back end code as well. As of now, there are 2 main groups for Administration (Administration/Access rights & Administration/Settings). Both groups have inherited.
So for this requirement, you can create a new custom group for Administration, in the name of Administration/Apps Controller. Then should give the control to access the Apps menu and models on Access rights. Then assign this newly created group to person which wants this option. Finally you can see the working of this method.

Thanks Sarath ,but I tried this way and it didn't work for me, I didn't find the correct access rights for Apps ? do you have an example ? or how to get the access rights for only the 'APPS'
