I'm currently using MRP in v15 Enterprise version.
Now I'm trying to set up routing, but cannot find any places described in Help, which says Routings is under Work Orders in the Manufacture app setting.
I also tried to find other parts like BoM, work centers, etc.
Work center routings are configured in the 'Operations' tab on a BOM.
Do ensure that work order functionality has been enabled Settings > Manufacturing > Work Orders

I was wondering if we can manage half-product inventory management based on each step of work.
Yes, it is possible if you define and manage the half-product as a ‘storable product’ with associated BOM.
You would end up with a multi level BOM
