How can i validate both ways(warehouseA-warehouseB) internal-trasnfers on stock ?

Question

Inventory(stock)
On the internal transfers i want the receipt to stay in draft state and can be validated by both the gifter of the warehouse1 and the receiver of warehouse2.But the problem is when we validate on the warehouseA it doesnt even appear on Internal-transfers(warehouseB).
