We're having issues with people over-receiving and are looking for a way to restrict their ability to over-receive product, or to receive products on the wrong receipts/POs.  Is there a way that we can restrict users to only be able to add and validate products and quantities as setup on the receipt?  If we end up with extra things from vendors or things missing on the receipts we would rather fix it up at the head end and have someone with more permissions setup or fix the receipt as needed.

We're running Odoo 13.
