In our environment new user first login in ODOO via our link. By default system makes the new user as PORTAL user.
Then after that we check every day for new portal user. If valid, we will make the user as INTERNAL and grant necessary access. Some time we forgot the portal user and this causes delay.
Now we need Email notification whenever new portal is created by system

There is an email template for when a new user signs themselves up. I added my email as a CC to that template to get the same email as they do, sent by the system. The email template is located in Settings>Technical>Email>Email Templates> Settings:New User Invite.
If they don't receive an email upon creating an account, you may need to adjust your default user template settings. You first need to allow default user templates in General Settings>Permissions>check the box that says Default Access Rights.
Once saved, you can then click the link to change the default access rights. Within the Default User Template, make sure "Internal User" is checked under User Type. Also make sure other rights are setup properly and how you want them.
One option would be to use the marketing automation app to identify new portal users and then send an email via a server action.
