I found a issue with product variant price update - it allways updates all variants see this video here:

Is this a known bug?

IT'S NOT A BUG
I reproduced the steps on my local odoo13CE instance as shown in Video Here .
In odoo13 CE, there is no bulk variant price as odoo +/- product price for variants see Rémy Lannemajou's answer on Post .
I hope this information will help you.
Technically the Sale Price field (lst_price) refers to sale price of product itself which explains why it changes all variant prices. Assuming you want to add different prices of variant for odoo website you have to specify difference as shown in the video or develop a custom module which will perform similar task through action for bulk change.
