I looking to configure the 'Leaves approval' process in a way such that the first approval would be the Dept Manager and the second approval would be HR officer/ HR Manager. In the existing setup, the leaves can only be validated by users with access rights (HR officer / HR manager). How do i enable the first validation by respective dept managers.

look at the "apply double validation" tick you can find on the leave type form. this makes a new button for a second validation step.
once this button is visible you can easily create a record rule that set the first step button visible to the manager of the dept associated to the employee who sent the leave request.
