Please Help me to Migrate a Odoo Version 9 DB to Version 10 using OpenUpgrade.
in openupgrade-8.0 there was a file migrate.py for the migration purpose. But i can't find that file in later versions of Openupgrade. So how can i migrate????

As Ermin said, follow the instructions given in the OpenUpgrade Document for manual migration.
Use the manual method as described in the Openupgrade documentation.
can you please explain in a more easier way
You have to setup an Openupgrade instance for your target version and then you normally start it from the command line, restore the database from the source version, stop the server and then start it with the update option again as described in the documentation.
