How do we handle WHT (with holding tax) at time of Payment and not at time of invoice. We need to configure tax to withhold 3% of payment amount irrelevant of the invoice amount.
Also can we use different rate for WHT for different stages of payment.

You can use fees for the payment provider to manager the tax as an extra charges.
