These features will be available in Odoo 10 and in v9.saas~12e for Odoo online customers. The current expected release date is the first week of October during Odoo Experience: http://experience.odoo.com

The manufacturing-related features of Odoo 10 have already been merged in the development (master) branch. You can test them on runbot, Odoo's continuous integration testing servers: http://runbot.odoo.com/runbot/repo/7
